Organise PDF Pages
Page organisation is the most common PDF task: a scanned page arrives sideways, a contract and its appendix are separate files, or one chapter needs to be extracted from a long report.
These three tools work on page references rather than page content. Merging copies pages from several documents into a new one, splitting keeps only the pages you tick, and rotating stores a rotation value on the page. None of them re-encode the text or images, so the pages you keep look exactly as they did in the original.

Does merging reduce quality?
No. Pages are copied between documents without being re-encoded, so the result is byte-for-byte the same content in a new container.

Not directly. Split out the pages you want in the order you need them, then merge the results.
